1. Regulatory framework

Article 66 7. In an educational organization that implements educational programs of primary general, basic general and secondary general education, conditions may be created for students to live in a boarding school, as well as for the supervision and care of children in after-school groups.

2. Benefits, discounts and recalculation when providing the service “Supervision and care for children in after-school groups”

The cost of the service will not change until May 31, 2016.

Recalculation of the paid service can be made only if it is impossible to provide the service due to illness(temporary disability) of the student, confirmed by a certificate a healthcare institution licensed to carry out medical activities. Recalculation is made only if the number of days of absence due to illness of the Student in the current month exceeds the number of days during which the service is provided free of charge (Free days) and is made only for the number of days of absence that exceeds the number of Free days.

The cost of 1 day when recalculated is equal to 144 rubles or 216 rubles, because

Just before the start of the new school year, parents in various schools began to be taken aback: from now on there will be no free after-school education! Those who cannot pick up their children immediately after classes, please pay. How many? It depends on how long the child will remain in after-school care. If up to four hours, then 2-3 thousand per month (prices vary at different schools), and if all the way, until the end of a regular working day, then 4-5-6... The upper limit is unknown.

Needless to say, for the vast majority of parents this news came as a shock. Everyone understands that children are sent to after-school care not because of a good life, but in cases where the mother needs to work, but there are no free grandmothers or money for a nanny.

This year, a resident of Narodnogo Opolcheniya Street has a daughter going to first grade at the State Budgetary Educational Institution “Lyceum No. 138.” At the meeting, parents were warned that for the entire parallel of first-graders there would be only one extended day group, which would enroll no more than 30 children. Parents are required to provide a certificate from work with an exact work schedule, who must confirm that no one can actually pick up their child from school during the day.

“It feels like everything is being done to prevent mothers from working,” says Yulia. — Previously, the system was built in such a way that after the main classes, various additional sections and clubs immediately began. And even first-graders were at school until 5-6 pm. Now extended-day groups are being eliminated, and classes in clubs and sections begin at about 4 o’clock. That is, someone must come to school during the day, pick up the child, and then bring him back to the circle. At school we were openly told that we need to look for any opportunities so as not to send our child to after-school education, since there are only enough places there for those in special need...

And Alla, a resident of the North-Eastern District, along with other parents of her class, were simply presented with a fact: after-school education from now on is only for money.

“At a meeting before the start of the school year, we were told that we had to pay 6.5 thousand a month for after-school education, including the cost of lunch. I have two children of “extended” age - and I will have to shell out 13 thousand monthly. This is an excessive amount for me!

Where did this much-demanded and vital service go? Pavel Kuzmin, head of the Education Department of the North-Eastern Administrative District, whom one of the affected families turned to for clarification, shifted all responsibility to the school:

— This decision is made by the organization itself, the Governing Council, which decides whether it will be at budget expense or whether some paid services will be introduced. There is no single position at the district or city level; each school decides for itself what the amount of the after-school fee will be and whether it will be. All questions about the validity and correctness of the amount should be addressed to the Governing Council. We don't even collect that information. There is not and cannot be a single price list for Moscow; the school itself calculates it. The price depends on what services and quality are provided during the after-school program. You must understand what you are paying for.


However, as MK found out, Comrade Kuzmin does not say anything. The decision is made, of course, at the school level, but this opportunity is provided to it by the new Federal Law on Education. Article 66, paragraph 8 of this law states:

“For the provision of supervision and care for children in after-school groups, the founder of an educational organization has the right to establish a fee charged to the parents of minor students. The founder has the right to reduce the amount of the specified fee or not to charge it from certain categories of parents in cases and in the manner determined by him...”

That is, it has the right to reduce it, but it also has the right not to reduce it. And most importantly, you have the right to set this fee!

At the same time, last year, when the new Law on Education was already in force, in most schools after-school education remained free - parents paid only 50-100 rubles a day for lunch. Why, in the new academic year, according to the same law, does it become paid everywhere?

— The public school provides free educational services and is financed by subsidies under government orders. Supervision and care at the end of classes is not an educational service, you will agree,” Nadezhda Perfilova, chairman of the interdistrict council for the development of education of the Northern District of the capital and director of school No. 2098, explained to MK. — Last year, in many Moscow schools, the amount of payment for an after-school group was 900 rubles per year (not counting lunches), while the subsidizing coefficients were even greater than this amount, so schools often made after-school classes free of charge — all year long we have been on this resource lived... Today, these coefficients and subsidies no longer exist: the state task is given only for educational services - accordingly, everything else will be financed by parents, and from this year, after-school groups will be paid for.

Back in May of this year, I gathered all the parents who need after-school groups for their children, and we agreed that our chief accountant would draw up a tariff estimate, which we would agree with the governing council. Everyone needs different services - for different times, etc. Someone wants their child to stay in a small group - 5, not 25 people, etc. The parents took it well.

— What amounts are we talking about?

- About quite affordable - at the level of 20-30 rubles per hour. This will amount to approximately 2,000 rubles per month for those who pick up their child at four o’clock, and up to approximately 4,000 rubles for those who pick up at seven or eight in the evening.

— What about the so-called self-study hour - this is when a child in an extended day group does homework under the supervision of a teacher?

We were told that it would be - one hour a day for such classes for primary schools would be free, subsidized from the budget. But this does not mean that if classes end, say, at 13.00, then you can have a free after-school program until 14.00 - the fact is that this free hour is not provided at any time (for example, immediately after the end of classes), but according to the schedule of the after-school group day. And if this hour for preparing assignments is scheduled, say, from 15.00 to 16.00, then for those who attend the extended day group in this interval, it will not be included in the payment estimate...

“The social consequences of this decision are difficult to predict,” Andrei Babushkin, member of the Human Rights Council under the President of the Russian Federation, deputy of the Otradnoe municipal district, told MK. “Not only socially unprotected, but also irresponsible families who may have money, but would prefer their child to hang out on the streets, will be squeezed out of the after-school program. In the early 90s, there was already an attempt to make a paid extension, and today’s drug addicts are the result of this decision.” Babushkin intends to send a letter to the head of the capital’s Department of Education, Joseph Kalina, asking him to “expand” the situation. According to the human rights activist, the city has enough financial resources not to introduce fees for extended periods.

4.1. Benefits for payment for the service of supervision and care in the GPD are established on the basis of the Law of the Russian Federation of December 29, 2012 No. 273-FZ “On Education”, the Moscow City Law of November 23, 2005 No. 60 (as amended on May 19, 2010 ) “On social support for families with children in Moscow.”

4.2. Parental fees in the GPA are not charged for the following categories:

· disabled children;

· children whose both parents are disabled group 1 or 2;

· orphans and children left without parental care.

4.3. To confirm these benefits, parents (legal representatives) submit the following documents:

· a copy of the disability certificate for those who have a disabled child;

· a copy of the child’s birth certificate;

· a copy of the disability certificate of parents (legal representatives) who are disabled people of group 1 or 2;

· a copy of the resolution of the local government authority on the appointment of guardianship

4.4. Benefits for parental fees in the GPA at the School in the amount of 50% are established for the following categories:

· large families;

· low-income families.

4.5. To confirm these benefits, parents (legal representatives) submit the following documents:

· application from parents (legal representatives) for benefits;

· a copy of the certificate of a mother of many children;

· a certificate from the Moscow Department of Social Protection confirming the family’s status as low-income.

4.6. If an incomplete package of documents is provided, there are corrections or incomplete information in the documents, the applicant is notified of the need to eliminate these shortcomings within no more than 5 working days from the date of submission of the application.

4.7. Benefits are provided to parents (legal representatives) of disabled children, orphans and children without parental care, regardless of place of residence.

4.8. The benefit of partial exemption from parental fees for the service of supervision and care in the GPD from large and low-income families applies only to citizens of the Russian Federation who are registered in Moscow.

4.9. Decisions on granting benefits are formalized by orders of the School Director.

4.10. Benefits to parents (legal representatives) are provided annually on the basis of a written application from parents (legal representatives) for benefits, indicating the reasons and a list of attached documents. An application for a benefit with the attached documents is submitted to the director of the School by parents (legal representatives) annually from September 1 to 15 or upon the child’s admission to the School, if circumstances arise that give the right to a benefit. Benefits for parental pay in the GPA at the School are established from the moment of submission of documents confirming the benefit.



4.11. If a family has the right to apply for several benefits, one benefit is subject to application at the choice of the parents (legal representatives).

4.12. Parents (legal representatives) have the right to refuse to apply the established benefits.

4.13. If circumstances arise due to which parents (legal representatives) lose the right to provide benefits, they are obliged to notify the School Director in writing about such circumstances within one month.

4.14. Parents (legal representatives) are, in accordance with the established procedure, responsible for the accuracy of the information they provide to receive benefits. The school has the right to verify the grounds cited by the parent (legal representative) for receiving benefits.

4.15. The benefit for paying for services at the School is terminated on the following grounds:

· child's departure;

· in the event that, based on the results of the next examination by the medical and social examination bodies, the fact of disability is not confirmed;

· loss of the status of a large family;

· adoption by legal representatives of orphans or children left without parental care under their care (if benefits are provided on this basis).

4.16. The provision of benefits for the service of supervision and care in the GPD is suspended if parents (legal representatives) fail to submit documents confirming their right to the benefit within the established time frame. A benefit suspended on this basis is renewed on the basis of submitted documents from the date of its suspension.

4.17. Benefits for payment for the service of supervision and care in the GPD can be provided to other categories of parents (legal representatives) based on a decision of the School’s governing council, based on the results of consideration of a reasoned application from parents (legal representatives).

What good does after-school care provide and how can it help?

There are many advantages. The main advantage is that the child is under supervision until the parents come home from work. He is taken care of by teachers who will monitor him and help if anything happens. An important factor is the socialization of a young member of society who attends after-school classes in primary school. In a peer group, a child gains communication experience that will be useful to him in adult life.

After-school care in primary school can also provide children with clubs and interest sections. This is important for the harmonious development of the individual. A child psychologist also works in schools. If a child has problems, a psychologist will always help to sort out relationships with peers and adults.

What are the benefits of after-school education in primary school?

The downside may be the organization of meals for younger schoolchildren. If the school cannot provide a full and varied supply of children, this is fraught with various diseases of the gastrointestinal tract, and then after-school education in primary school becomes a big disadvantage, not a plus. The law on extended day groups also provides for the organization of recreation areas for younger schoolchildren. Children at the age of six cannot yet bear a full school load and need short daytime rest. To do this, the school must provide a room equipped with cots so that the child can take a short nap.

An important factor is the number of children in the after-school group, as well as the after-school program in primary school. If a teacher has more than 20-30 children in a class, then it is impossible to talk about a full-fledged individual approach. Parents should take this factor into account. It is important to be based on the individual characteristics of the child. What should after-school education be like in elementary school? How to conduct classes? A small number of people in groups is the path to success.

In large tasks, tasks are completed superficially. Each individual child should not expect help from the teacher. Often, noise in the classroom makes it difficult for a child to rest or concentrate. If, nevertheless, the decision to extend the after-school program has been made, it is better for parents to check the homework at home and, if necessary, help the child deal with incomprehensible questions.

The need for a new concept of education

This situation in after-school groups gives rise to speculation that the concept needs reform. The regulations on after-school care at school regulate the educational process, as well as the standards for paying for meals and the child’s stay in the after-school group. The parents' dissatisfaction is understandable. The program, which came into force on September 1, 2011, defined new norms and standards for sanitary and epidemiological requirements. This norm obliges schools to have sleeping rooms in extended-day groups. The bedroom should be separate for boys and girls. All new schools that are at the design and construction stage will also be based on these requirements.

Older schools that do not have enough space to create separate bedrooms are faced with a problem. Also, educational institutions are forced to reduce the duration of after-school classes so that children can rest at home. This is especially true for first graders. Also, one of the requirements of the new regulation is the equipment of hygiene rooms with the required number of toilets, bidets and urinals.

Need for funding

Why is there no after-school school in many institutions? School principals are faced with an almost insoluble problem, and, accordingly, so are parents. Not every educational institution can organize after-school activities in primary schools. The law states that the school must strictly monitor the nutrition of children in extended day groups. It is necessary to provide children with adequate nutrition, consisting of lunch and afternoon snack. In many schools, funding does not allow this requirement to be met within the budget. Therefore, they resort to the help of parents in this matter. They have to pay for their children's meals out of their own pockets.

Thus, parents and schools are faced with serious problems. Most likely, schools will shift the solution to these issues onto the shoulders of moms and dads. If parents can finance attendance at after-school care, then it will be possible. Otherwise, moms and dads will have to look for an alternative to after-school groups.

After-school alternative

Some schools are offering parents a new after-school program. The duration is proposed to be extended to 16-18 hours. In this case, children stay at school longer, and the entire workload is redistributed, lessons are interspersed with longer pauses, and in addition to studying, children can do something interesting within the school walls. But not all parents liked this option. It is believed that children of primary school age are already tired in the afternoon and cannot concentrate in classes. In addition, the daily learning process turns out to be drawn out. Most likely, it is easier for the child to unlearn, finish his lessons and enjoy his vacation to the fullest.

Of course, this form of education also has the right to life, since children quickly get involved and adapt to the new regime. It is necessary to think about how difficult the child’s further transition to secondary school after primary school will be. Will the child be able to quickly adapt to another form of the educational process? All this should be at the discretion of the parents.

Private schools with extended day groups

Many private schools organize small groups. Children can change into home clothes, play and relax. That is, the environment in such groups is very similar to the home environment. Children can start doing homework without unnecessary stress under the supervision of experienced teachers. Good food is also provided. Of course, the cost of staying in such groups is almost always high, and not every parent can afford such a pleasure.

Thus, today the problem of finding children after school falls entirely on the shoulders of parents. The state provides very little support in this matter.

Nanny and mothers union

Some parents resort to looking for nannies or governesses. Of course, this is very comfortable and a good solution. A personal nanny will work out and feed you. But the child is often deprived of social contacts that are so necessary at this age. And what can I say, not everyone can afford the services of a nanny.

Small parent associations can be a good alternative to a nanny. That is, today one mother picks up the children from school and looks after them after school, tomorrow another mother. This option is suitable if children live close to each other and there are parents who can devote one day a week to such work.

So should there be after school at school or not?

The opinion of many parents is this: there should be an after-school program. All working parents should have the right to after-school care. Paid or free is another question. But children must be supervised, provided with food and education.

If there is a payment, then it should be affordable for the parents. Or the payment can be divided between the local budget and parents. Perhaps parents could, for example, pay for meals and clubs, and the rest would be covered by local budgets.

Foreign experience

Let's see how things stand with extended day groups, for example, in Germany. Extended day groups are very popular there. But only those children whose parents work can get into them. It is not very easy to find a place in such a group. But if you work, you can be sure that the child will not be left without a place.

After-school programs in Germany are private and public. But all of them are paid for working parents. The cost of after-school care is differentiated and depends on the parents’ salary. That is, the less you earn, the less you will pay. In extended day groups, children can stay up to 16 and up to 18 hours. Groups, as a rule, have large rooms and playgrounds.

Children do not have bedrooms, but there are so-called quiet rooms in which a child, if tired, can rest and even sleep. The children's meals at school are also well organized. As a rule, the afterschool is located in a separate building from the school. The after-school teacher picks up the children after classes end and takes them to another room where after-school groups are located.

With the birth of the third child, in addition to the appearance of another family member, its status changes - the family becomes large. As it turns out, this status provides certain bonuses. Nowadays, paperwork takes very little time, and it is quite easy. So, as soon as you receive the birth certificate of your third child, you can issue the main document of a large family - a certificate of a large family. Compensation for the increase in the cost of food for a child under three years old is 675 rubles per month.

If there are schoolchildren in the family, then annually they are entitled to 5,000 rubles to purchase a school uniform.

In addition, you no longer need to pay for kindergarten. And when you come to enroll your third child in kindergarten, you will be put in priority queue, which practically guarantees you will get a place in two years. Lunch at school for school-aged children will also be free.

One of the parents and children over 7 years old can apply for a social card at the MFC, which allows them to receive discounts in stores and travel for free on public transport.

In many schools, after-school programs are free for children from large families; they are introduced at the discretion of the administration.

At the children's clinic, children under 7 years old will be given prescriptions for 18 liters of milk per month, and children under 6 years old will receive free medicine if prescribed by a doctor.

On certain days, admission to many museums for large families is free or with a significant discount. For example, large families have free entry to the Vasnetsov House-Museum on Mira Avenue on Saturdays; entry to the Museum of the Armed Forces costs 100 rubles. Entrance to the zoo is always free.

If you have a car, parking in Moscow will be free for you. But the permit must be renewed every year. You don't have to pay transport tax on one car.

Two years ago, the item “major repairs” appeared in the receipt for payment of the apartment. There, at the MFC, you can get a 50% discount on its payment.

If the average total income of your family, divided by each member, is below the minimum subsistence level (16,426 rubles), then your family is considered low-income and you can apply for additional benefits by confirming this status.
