The newly created troops of the National Guard of Russia are a worthy successor to the glorious traditions, exploits and history of the Internal Troops of the Ministry of Internal Affairs of the USSR and the Russian Federation. After the Great Patriotic War of 1941-1945, the internal troops were additionally instructed to protect scientific research institutions, enterprises of the nuclear industry and rocket science. The explosives continued to carry out the tasks of protecting public order, important state facilities, correctional labor institutions, guarding and escorting convicts, protecting the population from natural and man-made disasters. In the mid-1990s, the rights of military units for the protection of public order were significantly expanded, and the task of guarding and escorting convicts from explosives was transferred to the bodies of the Ministry of Justice of Russia. Creation of the National Guard

By the decree of the President of the Russian Federation Vladimir Putin of April 5, 2016, on the basis of the Internal Troops of the Ministry of Internal Affairs of Russia, the Federal Service of the National Guard Troops of the Russian Federation (FSVNG or Rosguard) was created, which is directly subordinate to the president.   • aviation units of the Ministry of Internal Affairs of the Russian Federation;
  • FGUP "Protection" of the Ministry of Internal Affairs of the Russian Federation.

The first stage of the formation of the National Guard was completed on December 31, 2016 - the personnel were transferred to the troops of the National Guard, the central apparatus of the department was formed, 84 territorial bodies of the National Guard were created in each subject of the Russian Federation. During the second stage, the composition, strength and operational formation of groupings of troops were specified, the volume and procedure for performing service and combat tasks were determined, and measures were organized to transfer OMON and SOBR officers to military service under the contract. At the third stage (scheduled to end in 2018), the formation of troops will be completed, as well as the transfer of OMON and SOBR officers to contract service.

Tasks of the National Guard

According to the federal law "On the troops of the national guard of the Russian Federation", the troops of the Russian Guard, together with the internal affairs bodies of the Russian Federation, participate in the protection of public order, public security, and the fight against terrorism and extremism. They protect important state facilities (including the fuel and energy complex; the corresponding list is approved by the government of the Russian Federation), special cargo, facilities on communications. Take part in ensuring the state of emergency and martial law, the legal regime of the counter-terrorist operation; in the territorial defense of the Russian Federation, assist the border agencies of the FSB of Russia in protecting the state border of the Russian Federation. Service structure

As of March 2018, the structure of the Russian Guard includes the central office, eight districts of the National Guard Troops (initially there were seven, at the end of 2017 the South was separated from the North Caucasian District), which correspond to the boundaries of the federal districts, and territorial bodies in each subject of the Russian Federation. The central apparatus consists of the Main Directorate for Work with Personnel, the Main Directorate for the Protection of Public Order, etc.

In November 2017, ten military personnel of the first scientific company created as part of the department took the oath. On February 21, 2018, the State Duma adopted a law empowering the Russian Guard with the authority to ensure, on a contractual basis, the security of top officials of the constituent entities of the Russian Federation.

According to the department’s own data, in March 2017, 340,000 people served in the Russian Guard (including eight Heroes of the Russian Federation). The maximum staffing of the central apparatus of the Russian Guard is 2,100 people.

The FSVNG is headed by the director - the commander-in-chief of the National Guard of the Russian Federation, who is appointed to and dismissed by the President of the Russian Federation. Since April 5, 2016, this post has been occupied by General of the Army Viktor Zolotov, who previously headed the internal troops of the Ministry of Internal Affairs of the Russian Federation. Results of activities for 2017

On November 30, 2017, at an expanded meeting of the collegium of the Russian Guard, the results of the work for the year were summed up. According to the department, in 2017, units of the Russian Guard, together with other law enforcement agencies, neutralized 62 bandits, destroyed 250 caches and hiding places, seized more than 1,100 weapons and over 97,000 ammunition from illegal circulation. SOBR and OMON forces neutralized 126 armed groups, freed 27 hostages, seized 5,000 firearms from illegal circulation. Cynological units examined more than 10 thousand objects, inspected 1 thousand 300 vehicles, took part in 1 thousand 600 operational activities. More than 1,400,000 offenders and more than 17,000 wanted persons were brought to duty units of the bodies of the Ministry of Internal Affairs of Russia.

The troops of the National Guard took part in ensuring the security of citizens and law and order during more than 32 thousand public and 28 thousand sports events, which were attended by about 9 million people. Licensing and Permitting Divisions exercised control over more than 4.2 million owners of 6.7 million weapons. More than 400 servicemen and employees of the Russian Guard were awarded state awards in 2017.

History of VNG formation

The immediate date of March 27 is connected with the fact that in 1811, by the Decree of Alexander I, the Internal Guard was formed, which is considered an analogue and predecessor of the Internal Troops, which were replaced by the Russian Guard. A hundred years later, in 1911, the anniversary of the formation of the internal guard was celebrated at the state level. The troops of the VNG (National Guard of the Russian Federation) can, with some approximation, be considered the successors of the Internal Troops of the USSR and the Russian Federation. The structure of the troops of the National Guard includes such units as OMON, SOBR, OLRR, private security.
