Rumors about the reform of the law enforcement agencies of the Russian Federation walked throughout 2015. The inclusion of the Federal Drug Control Service and the FMS in the Ministry of the Interior was considered a settled issue, but the creation of the National Guard was a complete surprise. Vladimir Putin noticeably weakened the seemingly loyal Ministry of Internal Affairs up and down and established a law enforcement agency subordinate to him personally.

It was a knight's move that baffled the public. Pro-government experts did not know how to comment on such a clear step towards strengthening the current regime. And liberal figures did not have time to realize the scale of the changes that the President of the Russian Federation started at a time of alarm for the country.

At the stage of formation

A year later, the situation with the National Guard begins to clear up. In Russia, an internal army of 340,000 is being formed, which has fairly broad powers. In all countries of the world, such separate power structures are needed primarily for organizing territorial defense (protecting settlements from saboteurs) and for suppressing riots where the use of special equipment and armored vehicles is necessary.

However, in Russia, detachments of the FSB, special forces and internal troops of the Ministry of Internal Affairs quite successfully coped with the militants represented by the Caucasian separatists. The option associated with the suppression of a popular revolt, which is widely disseminated by Western think tanks and some domestic media, is categorically denied by the leadership of the Russian Guard.

As Colonel General Sergei Melikov, First Deputy Director of the Russian Guard, said in early February, the main department is to “not create conditions under which mass discontent of citizens can reach or spill out to the level of mass disobedience.” According to him, the “guardsmen” will “nip in the bud the actions of those destructive forces that are capable of bringing people out and creating such a collapse that we recently saw in our neighboring country.”

Thus, the National Guard is a kind of insurance against an armed rebellion organized by Western intelligence services. Melikov does not deny that the department studied the tactics that were used on the Maidan. “As a rule, behind the masses leaving the square, there is a small group of people who systematically or systematically carry out destructive work in order to provoke such things,” the deputy director of the Russian Guard is sure.

It may seem that the affairs of the newly created department are going great (after all, according to the West and our liberals, this is "Putin's personal army"). In reality, everything is much more complicated. Today, on the day of the professional holiday, only the first stage of formation has been completed, as a result of which territorial government bodies were created in all regions of the Russian Federation.

The second stage, which involves the creation of military groups, should be completed by August 31, 2017. The deadline for the third stage is January 31, 2018. Until that time, the transfer of OMON and SOBR police officers to military service should take place. This is the most difficult process in terms of bureaucracy and retraining of fighters.

First, all police officers must pass a military medical commission. Secondly, the serviceman is distinguished by more serious combat training. Melikov admits that in this aspect, the current riot police have certain problems, but expressed the hope that the police will "bring up" to the required level. Thus, the uncles with a belly in a gray-blue uniform, who often accompany the campaigns of the opposition in the center of Moscow, run the risk of not getting into the ranks of the “guards”.

The official goal of including OMON and SOBR in the National Guard is to unify the police and special forces of the internal troops of the Ministry of Internal Affairs. Ideally, the National Guard and the Ministry of Internal Affairs should work closely with each other. In March, speaking at a collegium of the Ministry of Internal Affairs, Vladimir Putin said that the ministry needed to increase its capabilities through coordination with the National Guard.

“In no case do we need the creation of a second internal troops, the creation of a second National Guard. We need good interaction, which has always been. I don't see any reason for any failures. As far as I understand, they don’t exist, and I hope that this will continue in the future,” the President of the Russian Federation noted.

In practice, this means that the structure of Viktor Zolotov is taking away the monopoly on the use of violence within the country from the Ministry of Internal Affairs. It is possible that this approach of the president is explained by the experience of the Maidan, when the internal troops of the Ministry of Internal Affairs did not show themselves as a motivated fighting force. Part of the Ukrainian policemen went over to the side of the rebels or did not resist the seizure of weapons depots. Of course, such facts are pointless to ignore.

At the same time, the tasks assigned to the Russian Guard indicate that the power structure will be actively involved in other activities. In the first half of March, a sudden check of combat readiness began for the first time in the National Guard (similar to the Russian Armed Forces). The check started in the Central Federal District and affected other regions of the Russian Federation. At the exercises, the fighters work out methods of countering terrorists and protecting state facilities.

The main aptitude exams for the Russian Guard should be the Confederation Cup and the World Cup. There will be mass events and mass skirmishes of fans. With a high probability, the department created a year ago should perform a very wide range of tasks, and the isolation of the power component from the Ministry of Internal Affairs is justified not only by fears about a possible Maidan on the territory of the Russian Federation.

One of the reasons for depriving the Ministry of Internal Affairs of its monopoly on violence may be corruption, which continues to reign in the department, despite the re-certification of police officers as police officers and other measures that were supposed to increase the effectiveness of law enforcement officers. Even judging by public comments, the president is clearly dissatisfied with the work of the Ministry of Internal Affairs. On March 9, at a collegium, Putin reproached the ministry: “Almost half of the crimes, as before, remain unsolved. The potential available to the ministry is far from being fully utilized.”

The head of state also recalled that in 2016, high-ranking officers were arrested on suspicion of corruption crimes. "These facts were a serious blow to the public authority of the internal affairs bodies, they cast a shadow on everyone who honestly and professionally fulfills their duty," Putin stressed.

If we take into account such concerns, then the creation of the National Guard looks like a completely logical decision of the president. It is unreasonable for a department mired in corruption (if this is really the case) to leave such broad functions of using violence within the state. It is not only about maintaining the inviolability of power, but also about human lives and the sovereignty of our country.

By the end of the 19th century, a Separate corps of gendarmes successfully operated in Russia, and the territory of the state was “divided” into gendarme districts, where gendarme units were engaged in the observance of law, law and order and the fight against dissent, crime and terrorism.

During the revolution of 1917, the Red Guard detachments became the first prototype of the future units of the internal troops. However, they did not have a clear structure and management principles. The civil war, accompanied by rampant crime and banditry within the state, demanded the formation of special military units under the Cheka to fight against counter-revolutionary manifestations. In 1934, the People's Commissariat for Internal Affairs (NKVD) was created and the troops of the NKVD - internal troops - were formed.

Until 1989, the Internal Troops of the USSR Ministry of Internal Affairs were organizationally part of the USSR Armed Forces, but subordinate to the Ministry of Internal Affairs of the Soviet Union. In December 1991, after the collapse of the USSR, the Internal Troops of the USSR Ministry of Internal Affairs also ceased to exist. The entire personnel and material and technical part of the once powerful power structure were separated by the borders of the newly formed states. Accordingly, in 1992, the Internal Troops of the Ministry of Internal Affairs of the Russian Federation appeared, whose military personnel took part in the resolution of military conflicts, the fight against terrorism, extremism and organized crime.

The newly created troops of the National Guard of Russia are a worthy successor to the glorious traditions, exploits and history of the Internal Troops of the Ministry of Internal Affairs of the USSR and the Russian Federation. Being part of the Federal Service of the National Guard Troops of the Russian Federation, the military personnel and civilian personnel of this military state organization continue to perform important tasks of a public and state nature. Among them are the fight against terrorism and extremism, law enforcement, ensuring the safety of citizens during mass events, protecting important state facilities, participating in defense and ensuring the territorial integrity of the state through the involvement of the Federal Security Service of the Russian Federation in carrying out operations together with the armed forces and border forces, and many others. .

The high professionalism of the servicemen of the National Guard Troops is achieved through a special training system for officers, non-commissioned officers and ordinary servicemen. The training of officers of the National Guard is carried out by four higher military educational institutions of the National Guard Troops, as well as special faculties of individual higher military educational institutions of the Ministry of Defense of the Russian Federation.

The National Guard troops also received officially approved symbols: an emblem and a flag. In the center of the emblem is a golden double-headed eagle topped with a crown. In the paws of the eagle are crossed silver swords, and on the chest is a silver-edged maroon shield with a rider piercing a snake with a spear. The flag of the National Guard Troops is a rectangular maroon cloth with the national flag of Russia in the upper left corner. In the right half of the cloth is the emblem of the troops.

Traditionally, on March 27, festive events will take place. There will be concerts, meetings of veterans, ceremonies for presenting state awards to distinguished servicemen, and festive sporting events. Always on such days, one cannot do without commemorative events, a moment of silence, laying wreaths at the memorials and graves of the soldiers who gave their lives for the peaceful life of ordinary citizens.
