Certificate of conformity for car seats. Buy only a certified child car seat

The safety of transporting children is of the utmost importance, which is why child car seats are certified before being released to the consumer market. You can order certification of car seats from Expert-Test. After the chair certification procedure is completed, each product will be affixed with an orange sticker, on which you can find information:

  • about restrictions on the weight of the child;
  • about the country of origin;
  • about the ECE R 44 version;
  • about the category of the chair (universal, semi-universal or special);
  • about the license number.

Every 5,000th car seat for children is subjected to special tests in order to carry out a conformity assessment. If the chair has the ECE R44/04 mark, it means that the product fully complies with European safety standards. The ECE R44/04 mark was introduced in 2009. To date, most countries have failed to establish precise safety standards for child car seats. But almost all manufacturers strive to comply with European safety requirements.

When assessing the conformity of child car seats, the specialists of the certification center are guided by TR CU 018/2011. In order to obtain a certificate for this type of product, the applicant must submit an application to the certification center, pay for the services of specialists after the conclusion of the contract, and also provide a package of supporting documentation. After laboratory testing of products and analysis of the submitted documents, the experts will determine whether it is possible to issue a certificate.

The ECE R44/04 certificate guarantees:

  • the comfort of the child in this chair;
  • high quality parts and materials;
  • completeness of the chair configuration (the chair has an adjustment mechanism, straps and other necessary elements);
  • good protection of the child from a side impact;
  • instructions for installing chairs.

In order for a car seat for children to receive the above certificate, a product sample must first be laboratory tested at a car speed of 50 km / h. During the test, the seat is also tested to ensure that it is secure in the event of a rear impact.

Sometimes on the labels you can find the ECE R44 / 03 marking, which is outdated. Until 2009, car seats were tested at a car speed of 36 km/h. You can learn about the certification of car seats for children, as well as order the necessary documents for this type of product, from Expert-Test.

It's no secret that before a child car seat hits the market, it goes through a series of complex checks on many parameters. And all this is done with one main goal - to save the life and health of a growing child who, due to some circumstances, has to be with his parents for a certain time on the road, whether it is a trip to a nearby supermarket or a long trip, for example, to the sea. In order to guarantee the protection of children in vehicles, companies producing child restraints back in the 90s of the twentieth century were set by the world community quite strict limits, in connection with which each such device is obliged to undergo many complex tests to ensure the protection of the life and health of the passenger, before it officially hits store shelves. Such a set of rules is referred to in European countries as ECE R44 in the latest edition No. 04. In the Russian Federation, this standard is represented by an extensive document called "GOST R 41.44-2005", a modified set of rules of the United Economic Commission of the United Nations.

And this really plays an important role in the case of transporting young children and teenagers in cars. At the current stage of development of the restraint industry, by complying with specific regulations, through certification and strict selection, the majority of eminent manufacturers in this industry have achieved high results. Regularly repeated inspections and tightening of regulations encourage companies to develop even more carefully to further comply with the requirements, since non-compliance with the conditions of certification leads to the exclusion of a car seat model from sale, due to the risk to life.

What properties and elements should a child car seat have in order to be admitted to the world market? According to the latest established rules, such a seat should be equipped with a diagonal strap lock, an additional special mechanism for its adjustment, be provided with tips on the seat body containing brief information on correct installation in a vehicle, ensure a comfortable position for the child, not create any tension in one or more another part of the passenger's body, have auxiliary protection against side collisions. The materials from which each element of the seat is made must be of high quality and non-toxic, their strength must be high and ensure the durability of the car seat, because the seat is usually bought for more than one year. In addition to the above conditions, a detailed instruction manual for the device must be attached.

The ongoing experiments on the strength and security of the seats involve the creation of dynamic impact conditions at a speed of 50 km / h and a static rear impact with an estimated speed of 30 km / h. As a potential passenger, a test dummy of the Hybrid 3 series is used, made with the repetition of the mass and flexibility of a person and equipped with a mass of accelerometers in all main areas of the model.

After passing the tests, car seats receive a special orange tag, which indicates the type of child car seat, the version of the testing standard, the type of seat with the designation of the method of attachment in the car, the permissible passenger weight, the country code of the manufacturer, the European standard badge and the serial number of the product.

The traffic police explained what negatively affects the level of accidents involving child passengers and what needs to be done to reduce the risk of injury to minor passengers.

The main factors are: the uncertainty of legislation and the lack of quality certification of child car seats.

Let's turn to the traffic police statistics. Last year, more than 9.3 thousand accidents involving minors were recorded. 10.3 thousand children were injured in accidents and 500 children died. It is noteworthy that in every second case the children were in special restraint chairs, in a quarter they were fastened with a seat belt using an adapter or booster. Not without a gross violation of traffic rules by the parents, this happened in every eighth case. The statistics are frankly not encouraging, what's the matter?

Car child seat: Memo

It is necessary to begin the analysis of the situation with lawmaking, in the uncertainty of the norms of legislation in this area. According to the rules of the road, instead of child restraints, it is possible to use “other means that allow you to fasten a child using seat belts provided for by the design of the vehicle.”

What is usually used as "other devices"? Under these, most understand various kinds of correctors, clamps and adapters, which, according to experts, cannot provide the necessary level of protection, simply speaking, they are not suitable for their intended purpose. Moreover, according to the traffic police, devices that do not meet safety standards enter the market, these products do not have specific technical requirements, which allows manufacturers of “other means” not to undergo mandatory certification by evading it or receive conclusions from incompetent laboratories and certification bodies.

Do child car seats have an expiration date?

How to protect your child and buy a high-quality, safe car seat for him?

Remember! Any child restraint sold on the Russian market must have a certificate of conformity!

The second important point is that child seats, for example, in Europe, are tested not only for mandatory compliance with established safety requirements, but also independent tests under more complex loads and modes. The results of such crash tests are freely available, any buyer can get the data he needs.

In Russia, we also have a similar rating of child car seats. The Research Automobile and Automotive Institute has been testing child car seats for 4 years. According to statistics, samples purchased in stores in different cities of the country show that out of 60 tested car seats, 40 did not pass the test! In this regard, we provide an official list of child restraint car seats that have not passed the test.

And remember! The child restraint must be selected according to the weight and height of the child. Strictly follow the instructions from the car manufacturer on how to install and secure the child seat. Teach your child to take their place in the child seat. Always show your child the right example of behavior in the car, fasten your seat belt.

Child car seats that have not been tested in accordance with the requirements of the Technical Regulations on BKTS (Annex 9 p.35: UNECE Regulation No. 44-03 with additions 1-7)

According to the requirements of the traffic rules, each driver is responsible for his personal safety and the safety of the people being transported, including children under the age of 12 years. For this, it is important to be careful on the road. Based on the foregoing, it is necessary to comply with the established rules and regulations of the movement. The new rules establish that children can ride inside the cabin of a passenger car or in the cab of a truck. Do not transport children in the front seat or on a motorcycle.

The booster is an ordinary car seat that does not have armrests and backs, but this device is used to transport children in a car. The main function of such a device is to slightly raise the child himself to the required distance, so that the belts in the car will be located at the required level in the chest area. This is a requirement for the implementation of safety when transporting a child. Reliable pressing to a car seat by means of a belt guarantees fixing of a body at sharp braking that allows to exclude injury.

A modern alternative was allowed back in 2007, with boosters and adapters to fit the belt to a particular child. According to the tests carried out, the child, when using such an alternative, due to a head-on general collision, will dive and receive internal damage to the organs. Also, in side collisions, a child sitting in a booster will have quite strong concussions.

Tests have shown that it is much more efficient to use special child seats for transportation. Modern experts have found that in more than 70% of accidents, a special child seat definitely saves the life of children and the probability of guaranteeing life saving with it is higher.

First, I would like to figure out what is the difference between a booster and a car seat and ISOFIX.

The infant car seat is suitable for babies who are only a few months old. The baby will be comfortable and comfortable, the head is in a fixed position, and the spine is not deformed. The infant carrier can be attached to the rear seat using the seat belts. There is also a drawback, the cradle is quite bulky and takes up a lot of space in the car.

Universal car seat - can be used from the first months of birth. The back is at an angle of 45 degrees, which is very convenient for the baby. The car seat is installed in the back seat in the center. According to experts, this is the safest place in the car.

Booster - more like a kind of semi-chair. It has armrests and a fairly hard seat. There is no back. For children who have not reached the age of 7, such a chair is contraindicated in 2018. And older kids are also not allowed to be in a chair, as in an independent restraint. The booster can be used as an addition to make the seat belts fasten comfortably. If the baby is not tall, without a booster, the belt will simply crash into his neck, which will undoubtedly lead to injury.

ISOFIX - allows you to securely fix the seat without safety flints, which are provided in every car. The design is carefully thought out, so it is almost impossible to install it somehow incorrectly. And this only speaks about the guarantee of the safety of the child. Many cars today are equipped with special brackets to help secure the device.

According to the statistics shown by the State traffic inspectorate, child restraints make it possible to reduce the risk of injury for children under 4 years old by 80%, and for children from 5 to 9 years old - by 52%. The numbers are quite impressive, so as not to hesitate to purchase a holding device.

Boosters are not allowed

This information appeared in the media in the summer of 2016. The expected date of the ban was called January 1, 2017.

The reason for the ban was the fact that, according to Russian statistics, neither adapters nor boosters can provide protection for a child in an accident. In their comments, representatives of the traffic police of the Russian Federation spoke about the advisability of using a full-fledged chair. blood and there are a number of reasons and circumstances according to which new decisions are made. The planned changes were to be directed specifically to security goals.

With the advent of 2017, despite the expected ban, boosters have remained among the safety devices in use.

Restrictions, namely a complete ban, affected exclusively the transportation of children under the age of 12 in the front seat of a car.

Another round of changes to the rules for the carriage of passengers, including children, took place in the summer of 2017, the new standards came into force on July 12, 2017.

However, these innovations did not directly affect the owners of boosters. Changes in the rules for transporting children from 07/12/2017

Among other changes that you can read about in detail, the new standards touched on the concept of a device that holds the child while driving.

Namely, the wording was excluded from the document: "other means to fasten the child with the help of seat belts."

Mandatory criteria for child restraints are spelled out in the technical regulations of the Customs Union on the safety of wheeled vehicles. In the ninth annex, paragraph 35, there is a reference to UNECE Regulation No. 44-04 - "Uniform provisions concerning the approval of restraints for children carried in motor vehicles".

The presence of a certificate is accompanied by a special marking, without fail containing a number of data:

1. The version of the safety certificate standard is ECE R 44/04;

2. Type of car seat, depending on the method of fastening in the car:

  • Universal device (universal) - can be used in most cars with the use of seat belts;
  • Device with restrictions (restricted) - can be installed on some cars with seat belts;
  • Semi-universal device (semi-universal) - can be mounted in most cars using standard belts or additional clamps;
  • Special device (specific vechicle) - can be installed on any seat, including in the luggage compartment of certain types of transport.

3. Weight group, reflecting the weight of the child allowed in a particular device;

4. Information about the country where the safety tests were carried out: compliance indicator and country code;

5. Order number;

6. Manufacturer data.

Based on the data of the current version of the Rules, it is impossible to draw a conclusion about the prohibition of the use of boosters as a means of restraint.

However, when choosing a booster for your child, it is worth considering a number of features that indicate its lower reliability compared to a full-size car seat.

Booster, the main disadvantages of the device

The booster is much inferior to the car seat and cannot provide the child with proper protection, its purpose is only to lift the child to secure it with seat belts. The safety characteristics of the booster are significantly worse than the classic standard car seat with comfortable headrests and backrest. The booster does not have a retention device, it is simply placed on the car seat and then secured with straps.

The traditional classic car seat has secure backs and comfortable headrests, which greatly outperforms boosters.
Formally, the booster will save the driver from a fine for improperly transporting a baby, but will it ensure his safety? It is the criterion of reliability in an emergency on the road that should be decisive when choosing a car seat, despite the absence of a direct ban on the use of a booster.

Penalties

Children are the most valuable thing in the life of every person, parents. Their safety must always come first. And this should not be stimulated by laws or penalties. But unfortunately, in the modern world, where parents are in a hurry somewhere and are always busy with something, fines are the only way to protect kids. Maybe that's why the amount of fines goes up.

There are no changes in the transportation of children in a car in 2018, but they are not excluded. The new rules that came into effect in 2017 will remain in effect. There are penalties for improper transportation of children. Until 2013, a car driver was fined 500 rubles for this violation. In 2018, the amount increased significantly and amounts to 3,000 rubles. This point is regulated by 3 paragraphs in Article 12.23 of the Code of Administrative Offenses of the Russian Federation. A fine of 500 rubles also remains relevant, but only applies to adult passengers. If the car is used by proxy, the amount may increase.

Important! Improper transportation of children under 12 years of age consists not only in the non-use of a special device, but also in its incorrect installation.

Children under 7 under supervision

Paragraph 12.8 of the SDA contains changes. It is strictly forbidden to leave a child under 7 years old in a vehicle without the presence of an adult (of legal age) person. During parking, in any case, an adult must be with the child. This amendment is very important. Often unfortunate parents leave their children unattended for a long time, which leads to problems. This moment is especially important in hot and hot weather. There were cases when a car with a baby was taken to a penalty area.

According to article 12.19 of the Code of Administrative Offenses of the Russian Federation, the driver is obliged to pay a fine of 500 rubles for a violation of this kind. This applies to all regions except St. Petersburg and Moscow. In these large cities, the fine will be 2,500 rubles.

There is a small caveat in the article: penalties apply to official parking lots. If the driver was forced to stop the car not in the parking lot, making a short stop, then the fine can be avoided. But only if a child under 7 years old was left alone in the car for no more than 5 minutes.

Penalties are of course an important argument not to leave children unattended, but first of all, adults should worry about the safety of the baby.

On a note! There is a significant "hole" in the new traffic rules, the traffic police inspector is not in the right to check the age of the crumbs. And this means that a very large five-year-old can be passed off as a seven-year-old child. Therefore, in the future, most likely, amendments to the rules will be made. And it is no exception that the driver will need to increase the number of documents provided to the inspector (for example, a passport with a mark on the child or a birth certificate of the baby). It remains only to wait.

A frameless child seat is more affordable, but its feasibility is controversial. So it is possible or not - let's try to figure it out in this article.

concept

Regarding a child frameless car seat, it should be clarified that this is a restraint that resembles a chair in shape, but does not have a rigid frame.

It attaches to the stock seat of the car with straps.

Available:

  • headrest;
  • soft back;
  • and a seat.

Ahead are five-point belts designed to secure a small passenger. A regular seat belt is also used - it is pulled through the front of the car seat, fastening the child.

Legislation

To figure out whether a child frameless car seat is allowed in the traffic police, you need to turn to the law.

  • According to , for little passengers up to 12 years it is required to install restraints that are matched to weight and height.
  • Frameless car seats are such that it is confirmed (approved).

If there is a child in the cabin, the traffic police inspector will check the presence of a child restraint when the car is stopped. He also has the right to check whether the seat is secured with seat belts, whether the weight is suitable for the young passenger.

If violations are found, a fine will be issued in the amount of 3 000 rub. in accordance with

This kind of security

Parents can and should demand from a child car seat that it provides maximum safety for the child in the car. If classic models are able to protect a small passenger even in a serious accident, then frameless ones are less reliable in this regard.

A rigid frame - made of metal, plastic or a combination - performs an important function. It provides support for the spine, and in the event of a collision, it partially absorbs the impact force. Without fixation on a rigid frame, the spine and internal organs are exposed to a much greater impact. In addition, fastening straps stitched with ordinary threads will not withstand the load in an accident, especially if the child is heavy.

Another point: the frameless design does not provide head protection in the event of a side collision. It is also impossible to quickly release a small passenger from such a restraint device.

Despite the insufficient level of safety, a child seat without a frame is the best option for parents who do not have their own car.

You can take it with you on trips in rented cars, on transport of friends, in a taxi. After all, it is impossible to transport a child in a car without a special seat.

Can a frameless child seat be used?

Current regulations do not prohibit the use of this type of car seat.

At the same time, its installation is allowed not only on the back, but even on the front seat if there is no front airbag in the car at all or it is absent in a particular situation.

In this case, the child is not injured in an accident.

Crash test

Before launching restraints into mass production, manufacturers conduct crash tests. This allows you to identify shortcomings and eliminate them, improving the quality and safety of children's frameless chairs.

One of the reputable organizations conducting such tests is the ADAC Automobile Club. On his official website regularly laid out the results of crash tests, which can be found by anyone.

During the tests, several parameters are checked:

  • practicality;
  • environmental friendliness;
  • ergonomics;
  • functionality;
  • and security.

At the moment, all models of frameless car seats are inferior to frame models in these parameters. Nevertheless, they cope with their tasks, which is also confirmed by the fact that such restraints have not been officially banned.

Manufacturers

There are many manufacturers on the market today, so making a choice is not easy.

The best option is to use products of well-known companies that have proven themselves in the field of child safety.

Fundamental factors when choosing a frameless chair:

  • the presence of a certificate;
  • fastening system;
  • size;
  • material.

Make sure that the product has the European certificate ECE R44/04. This is confirmation that a speed crash test has been carried out. 50 km/h when moving forward and at speed 30 km/h when moving backward.

Examine the certificate label - it should contain information about:

  • models;
  • fastening type;
  • permissible weight of the child;
  • the country where the certification took place.

For children under 3 years old, a five-point attachment system is recommended. The Y-shaped fastening prevents damage to the child's internal organs and spine in the event of an accident. The rest of the time, a small and mobile passenger remains securely fixed in the recess of the seat.

It is important that the junction five belts formed not a “point”, but a high and wide gasket made of durable and elastic fabric. This eliminates the risk of injury to the groin and eliminates possible discomfort during the trip.

The car seat should be made of durable fabric with polymer fibers with sponge pads. The material must be environmentally friendly and breathable.

Advantages and disadvantages

Frameless car seats are increasingly used to transport children.

In addition to the affordable price, they have many other advantages:

  1. Mobility.

    If the family has many children, place 3 classic car seats in the back seat will not work - they simply will not fit. Installation in a one and a half truck is also problematic if it is necessary to transport a child in the front seat.

    The gear switch interferes or the car seat itself does not allow second the passenger is free to leave.

  2. Versatility. Children grow fast, so a frame car seat won't last long.

    Before the child reaches the age 7 years will have to change 4 types such holding devices. For the next 5 years you need to purchase a booster or adapter, perhaps not one.

  3. Adjustability.

    Frameless car seat adapts to the growth of the child, due to which it can serve up to 11 years, that is, the entire period from 1 year to 12 years of age. It is rated for weight from 9 to 36 kg, which is possible due to the lack of limiters on the sides and the ability to adjust the straps.

    In addition, in winter, in voluminous overalls, the child does not fit into a hard seat. This problem does not exist when using a frameless model, because it is enough to adjust the length of the straps.

  4. Ease of use.

    You can take the frameless chair with you for a trip in a friends car or in a taxi. It is easily and quickly installed, and the very fact of its use does not violate the rules.

    It is also the best solution if the back seat of the car does not have seat belts and Isofix devices that are required to fix the frame car seat.

The frameless design also has disadvantages, and significant ones. They lie in the fact that, in comparison with frame models, such car seats do not provide an adequate level of safety, and also have a weak design.

How to install

To install a frameless car seat, the car must meet two requirements:

  1. The presence of a through hole between the back and the seat base, through which the lower fastening straps can be pulled to the back of the seat.
  2. The presence of a standard seat belt on the installation side of the car seat.

Detailed instructions for fixing the restraint:

  1. Tilt the back of the seat on which the child will ride.
  2. Stretch 2 longest car seat belt between its back and car seat in the direction from front to back.
  3. Position at the top of the back 2 shorter belts.
  4. Connect the upper straps to the lower special fasteners.

    The car seat must be securely fixed so that it fits snugly against the seat, and then given the desired position.

  5. Seat the child and adjust the length of the belts on him, then fasten them on all locks (usually 4 ).

The small passenger must be secured at the shoulders, hips and groin. To increase safety, you can additionally fix a standard seat belt from the inside of the car from above. It should be passed through the pocket of the car seat and threaded into the lock. It is only important to make sure that the standard belt does not interfere with the child, that is, it is not located in the area of \u200b\u200bhis abdomen or neck.

From what age

When choosing a restraint, it is also important to consider at what age a child can be transported in it. The use of frameless models is allowed from 1-1.5 years. Previously, it is not recommended to do this due to the proportions of children.

Before 1.5 years the child has a large head and a thin neck, so he can withstand a head-on collision only if he is in the car with his back to the direction of travel.

This requires a hard chair with a frame. In the European Union, there are rules that require children to be transported backwards until 4 year old age.

Price

Price is one of the main factors when choosing a child car seat. Frameless can be bought for about 1 500 rub.

For comparison: the cost of good wireframe models starts from 10 000 rub., although in online stores prices are slightly lower.

For a taxi ride

Frameless child car seats can also be used for taxi rides, the law does not prohibit this. Drivers themselves often buy them to transport small passengers.

These car seats are inexpensive, yet light and compact, they do not take up much space in the trunk. Quick installation allows you not to waste time when boarding, which is beneficial for both the taxi driver and passengers.
