A meeting of the management staff was held at the ECC of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow, during which the results of the work of the forensic departments of the main department for the first half of 2018 were analyzed. The report was made by the acting head of the center, police colonel Igor DANILKIN. The deputy chief of police of the main department, police colonel Alexander POLOVINKA, took part in the meeting and spoke.

The forensic center of the Moscow headquarters, in accordance with the current assessment of the Russian Ministry of Internal Affairs, based on the results of activities for the first six months of this year, took second place among similar units in 84 regions of Russia: strictly speaking, one could slightly reproach them for not being the first. They say, guys, come on, in the next quarter - push it.

In any regional headquarters and department this would be the case. But not in the capital. Here, despite the “silver” won, the conversation at the meeting was conducted in an atmosphere of strict demands and strict demand. No, this does not mean that the best were not celebrated here. They exist traditionally, but these successes have been achieved largely due to the efforts of ordinary employees. And such specialists, whose diligent work made it possible to solve two or more serious crimes, were not ignored in the past year. They were rewarded with cash bonuses, certificates and thanks from the leadership of the headquarters. Frontline workers will continue to be celebrated in the same way. In short, the good things have not been forgotten.

But, of course, first of all we paid attention to those divisions in which things needed to be improved. Among them were the ECC of the Departments of Internal Affairs for the Northern Administrative District and the TiNAO. By the way, the acting head of the ECC of the Internal Affairs Directorate for the Northern Administrative District was called to the podium and asked not only to explain “how we came to live like this,” but to tell what exactly will be done in the next three months to get out of the zone of criticism. It was clear how difficult this speech was for him, but we must give it its due - he did not hide behind objective reasons, but took the blame upon himself and then, point by point, announced a “road map” for getting out of a difficult situation.

The speaker, police colonel Igor Danilkin, set a critical approach and a demanding tone in assessing the results achieved. Methodically, aspect by aspect, he analyzed the state of affairs in the team. He noted the existing miscalculations and omissions in the forensic support for inspections of crime scenes and set the task so that not a single inspection of the scene of an incident on the fact of crimes of a general criminal nature, where the use of special knowledge is necessary, is left without the attention of the head of the Expert Forensic Center at the district level of the central administration. And the main thing is that such an inspection should not be empty, but effective, i.e. the seized traces (objects) had “maximum relevance to the person” who committed the crime.

If according to this indicator, the ECC head office is in 6th place among similar services in all regions of Russia, then in the development of new areas of examination and the use of forensic accounting, it confidently ranks first. It would seem that here, too, it was possible to “rest on our laurels a little.”

Nevertheless, all the speakers: the speaker, and representatives of the Moscow Criminal Investigation Department and the Main Investigation Department, and the Deputy Chief of Police of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Alexander Polovinka, focused on the problems that need to be resolved.

Issues of increasing the efficiency of interaction between the investigative, operational and forensic units of the territorial internal affairs bodies of Moscow were considered; increasing the level of professional skills of experts, including developing skills in using modern analytical equipment and introducing new expert techniques.

It is known that there is now an increase in the number of crimes related to fraud, and most of them are carried out remotely - through theft from bank credit cards. This, in turn, requires a sharp increase in computer expertise, and from the ECC personnel - “maneuver of forces and means,” in military terms. If you delay in making a decision on the selection and training of new specialists who have such special knowledge, then you will soon be overwhelmed by the number of computer examinations.

Among the new expert techniques, the need for implementation of which was discussed at the meeting, examinations related to the investigation of cases of so-called defrauded shareholders stood out. These crimes concern many; they have a huge public resonance. In the investigation of such crimes, a quick and qualified examination is crucial. Currently, the ECC Headquarters is successfully carrying out construction and technical examinations. True, this is a huge amount of work. But in a metropolis, given the small staff of such specialists, the forensic service does not have a real opportunity to fully satisfy the needs of investigative units. They have to contact other departments. By the way, the assessment of one object costs several million rubles, and if we take into account that currently about 30 construction projects are to be examined, then a “tidy sum” accumulates, which must be found in the not very rich financial bins of the police headquarters. Expanding the expert staff could both speed up the investigation of crimes and save taxpayers money...

It was noted that breakthroughs are also needed in other areas - in commodity examinations, in phonoscopy in foreign languages. All these issues are not resolved in many expert institutions of other departments. Currently, time is needed for the development of appropriate methods by the head expert unit of the Ministry of Internal Affairs of Russia (ECC of the Ministry of Internal Affairs of Russia).

The meeting was summed up by police colonel Alexander Polovinka, who announced a much-needed aphorism: “An expert is a piece of goods.” And therefore, he explained, we will look for such specialists, train them, equip them with everything necessary and... strictly ask for results.

With this approach, there is confidence that the expert service - although not always visible, but necessary - will make an even greater contribution to solving crimes, where every criminal who left his traces will be found and exposed.

96 years ago, at the beginning of March 1919, the first Forensic Examination Office in Soviet Russia began operating under the Criminal Investigation Department. Since then, forensic units have constantly improved their working methods, used new scientific and technical means, expanded the range of types of research and today represent one of the main services of the internal affairs bodies, without whose participation the detection and investigation of crimes is impossible. Today, our story is about the ECC of the Internal Affairs Directorate for the Northern Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, which since October 2014 has been headed by police lieutenant colonel Alexander Anatolyevich Zhuzhgov.


Alexander Anatolyevich, tell us how you became an employee of the internal affairs bodies?

We can say that my choice is random and not accidental. As a teenager, I really liked the film about a criminal investigation inspector. I wanted to become the same as the hero of the movie I loved. But fate decreed otherwise. I was interested in physics and mathematics, so after graduating from school, I entered the Faculty of Physics and Mathematics of Syktyvkar State University. After studying for two years, I was drafted into the army. After demobilization, I joined the internal affairs bodies. My first position was as an assistant to the operational duty officer. In 1989, I became a forensic technician. At that time, this position was in the criminal investigation service. Thus, I managed to fulfill my dream. In the so-called “dashing 90s,” I had to, as part of an investigative task force, carry out procedural actions related to expert activities at the sites of gangster “showdowns” and thieves’ gatherings. In 1997, I was appointed to the position of forensic expert. Since 2002, I have held various management positions. In October 2014, I was appointed head of the ECC of the Internal Affairs Directorate for the Northern Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, where I am currently serving.

Alexander, Anatolyevich, tell us about the work of the department entrusted to you, in particular about the types of examinations carried out.

In the ECC of the Internal Affairs Directorate for the Northern Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow, the production of all seven types of traditional examinations is organized: fingerprint, traceological, ballistic, portrait, handwriting, examination of edged weapons, technical and forensic examination of documents; In addition, biological, chemical, computer, automotive and psychophysiological expert studies are carried out.

For each area of ​​activity, new methods of conducting examinations are being studied, as well as the development of new techniques and ways of working in the investigation and detection of crimes.

Have you introduced new areas of expert research in any area?

Yes, in 2014 a laboratory for the production of computer examinations was organized. The ECC has hired an employee who has a special specialized education, has been trained at the ECC of the Main Directorate and is currently capable of performing computer examinations at a high professional level. The computer laboratory is equipped with all the necessary equipment to solve current problems.

Are there cases in practice where expert opinions were questioned by judicial authorities?

Cases of doubt in the expert's conclusion do not arise among the judicial authorities, of course, but our employees can be summoned to court to give an explanation of the validity of the conclusion made. In such cases, experts competently defend their conclusions, after which the doubts among the participants in the court hearing disappear.

Most of the department’s employees have considerable work experience and extensive accumulated experience in expert activities, which they willingly share with young people. The detection of traces and material evidence at the scene of incidents depends on the qualifications of the expert; their quality directly affects the validity of the judicial decision. Our employees improve their professional level by studying methodological manuals, special literature, study at departmental courses and undergo recertification every 5 years to confirm their qualifications, and our experts also exchange experience with employees of other forensic and forensic units.

Alexander Anatolyevich, what qualities do you think a criminal history expert should have?

A criminologist, like any responsible person, must first of all be conscientious, diligent and diligent, since the specifics of an expert’s work require a painstaking and thorough approach in any area of ​​expert activity, be it a specialist participating in the inspection of a crime scene (you yourself understand perfectly well, at the same time one cannot miss a single detail that helps the investigation in solving and investigating a crime), or an expert conducting expert research, where the decision about a person’s guilt or innocence in committing a crime depends on the validity and reliability of the conclusion. Also, a criminologist expert should have a desire for constant learning, an interest in learning new techniques and techniques in various areas of expert activity.
